在3月15日的韩国TokenSky区块链大会上，一名为郑小军的男子声称WBO将发行数字资产运营牌照（针对普通数字资产公司）、数字资产交易牌照（针对数字货币交易所等）和ICO许可证（针对只发行ICO的项目、公司等）。

不过此前联合国官方已经在相关页面进行提醒：“A profile in this database and on this website does not in and of itself connote any affiliation with the United Nations, unless such affiliation is expressly indicated, i.e., by identifying the type of ECOSOC consultative status held by an NGO.”这也表示虽然WBO可在联合国相关网站上查询到，但是和联合国并无直接联系。
